BACKGROUND: There have recently been several instances of suspicious persons visiting the off-base homes of military personnel on the west coast. These individuals claim to be conducting a marketing survey and ask to speak to both the military person and his/her spouse. The questions asked are an attempt to obtain/elicit information which may pose a threat to the service members and their families. These questions include such things as: ? Where do the family's children attend school? ? Where does the spouse (non-military member) work, and when does he or she go to work and come home? ? When does the military member deploy and how long do the field deployments last? THREAT: In addition to the intelligence threat posed by Foreign Intelligence Services (FIS), terrorist elements, their supporters, other extremists are gathering information that runs the gamut from economic and technological information to the more traditional classified, military, or security information. Furthermore, organized criminal elements may attempt to learn when military families will be away from home (or when the military member will be deployed) in order to target the family for theft, burglary or other crimes. WHY IT WORKS: Elicitation exploits fundamental aspects of human nature. Most of us want to be polite and helpful, so we answer questions even from relative strangers. We want to appear well informed, so we may be tempted to say more than we should. We want to be appreciated and feel that we are doing something important and useful. As a result, we often talk more expansively in response to praise about the value or importance of our work. As open and honest people, we are often reluctant to withhold information, lie, or be suspicious of others' motives. COUNTER MEASURES: Be aware to whom you are speaking and to whom your conversation may be reported. Before allowing any solicitor or survey taker into your home, ask for and record that person's ID information. If you should ever feel you are being drawn into a conversation that is making you uncomfortable, keep these points in mind: (1) You are not obligated to tell anyone any information they are not authorized to hear – that includes personal information about you, your unit, and your installation. (2) You can simply ignore any question you think is improper and change the topic by: deflecting their question with one of your own, giving a nondescript answer, or simply tell the person you are not willing to answer that type of question. REPORT IT: If you are approached by anyone who asks questions that make you feel suspicious of their purpose or intent, report the incident as completely and accurately as possible to your local Law Enforcement. Librarian – Mike, KM1KE (absent) Communications Trailer Manager – Vern, K0EGA (absent): Bob, K7RJM, reported that the trailer was used at the CCSN Science & Technology Expo on April 7th. The weather station is almost installed. Public Information Officer – Frank, KL7IPV: Since Frank is now the newsletter editor, a new PIO is needed. Any volunteers? School Support – Sully, KC6GLD and Dave, WD6ZZY: Both were absent. Silent Key Program – Bob , K7RJM: Nothing new. Old Business: Speedway Event – A check from Levy was received for $4032.38 National Academy of Broadcasters – Stan, W7SLP: High ranking ARRL officials will be present. Let Stan know what shifts you would like. Ham reception (April 26) is a 6 PM next door at the Hilton. Lobby 9 is where the hams will meet. Call or email if you need more information. Runs April 24-27. Attenuator Party – Richard Stage, AB7ZI: One position still available. Will be held at the CCSN chemistry lab on the Cheyenne Campus on Saturday April 29th. Science and Technology Expo – Bill, WB0KW: Held last Friday on April 7th. Susan B. Komen Race for the Cure – Tom Petrakis, KE4ULL (absent): Howard, K3HM, 24 hams have volunteered for the event being held on May 6th from 6:30 AM to noon. This appears to be enough. Howard read off the volunteers. He handed out a list of assignments. ADA Tour de Cure Bike Ride, Henderson – Howard Mark, K3HM: It will be held on May 13th. Eleven people have volunteered so far. At least ten more are needed. Motion to reimburse Tom, KE43ULL, up to $200 for mailing expenses for the Race for the Cure packages. Bill, WB0KW, made the motion and it passed. New Business: Silver State Nevada Open Road Challenge – Charlie, AA5QJ (absent): Lund to Hiko on May 21st. Announcements: Vern Garman, K0EGA, underwent bypass surgery on March 30th. He is home and doing well. We wish him a speedy recovery! Club Reminders – Bob, K7RJM: The Club receives commissions for new ARRL memberships and renewals. Please pay through the club! Recycling of inkjet and laser cartridges – Pick up envelopes for smaller cartridges; bring your laser cartridges to the monthly meetings.
